If 50.7% voted, then: Bush (48.12825% popular) received 24.40% of the electorate's votes and Gore (48.22506%) received 24.45%.

Which means that, of the total electorate, 51.15% effectively declined -- in one way or another -- to support either of the two 'real' candidates!
