Neil Smith After reading this fine piece, I got to thinking that maybe trying to pass this in Washington is a lost cause, but it might be very possible (or at least less close to impossible) to start passing it in towns, counties, and perhaps even states. I've thought of adding a second clause allowing prosecution of visiting/working in the area officials for acts elsewhere, but it's probably best to leave it as is. I'm also not sure if the last bit should be added or not, since it is implicit in any law. In any case, a fine piece of writing that seems nearly impossible to improve upon. As evidence, I hold up the original with only additions to make it work as a law passed by a lower level of government instead of an amendment to the original. Tor
